ACDO is a National NGO with deep contextual knowledge, established operational systems and multidisciplinary technical expertise. We combine locally led action with internationally recognized humanitarian and development standards to design and deliver programs that are needs-based, inclusive, accountable and results-oriented. We work in coordination with UN agencies, INGO partners, clusters, Technical Working Groups, and stakeholders to ensure that our interventions are relevant, complementary and responsive to evolving needs.
ACDO delivers integrated humanitarian, recovery and development programs designed to respond to immediate needs while strengthening the resilience, capacities and long-term well-being of crisis-affected and underserved communities. Building on deep local knowledge, technical expertise and established operational capacity, we combine community-led approaches with relevant national priorities, humanitarian principles and internationally recognized standards.
ACDO delivers timely, principled and context-responsive assistance to communities affected by conflict, displacement, natural disasters and other humanitarian shocks. Our emergency response programs address immediate and life-saving needs through rapid needs assessments, emergency assistance, basic needs support, cash and voucher assistance, emergency education and WASH interventions, protection services, early recovery and community-based response mechanisms. Through established field presence, local partnerships and community networks, ACDO works to reach affected populations in a timely and accountable manner, while integrating protection, gender, disability inclusion, safeguarding, AAP and feedback and complaints mechanisms throughout the response cycle.
Education is a core area of ACDO's expertise. We work to ensure that girls and boys, adolescents and young people particularly those affected by poverty, displacement, emergencies, geographic isolation and other barriers have access to safe, inclusive, equitable and quality learning opportunities. Our education programming includes Education in Emergencies (EiE), Community-Based Education (CBE), Community-Based Schools (CBS), Accelerated Learning Programs (ALP), Early Childhood Education and Development (ECE/ECCD), Remedial Learning, Catch-Up Classes, Child-Friendly Spaces (CFS), Basic Girls' Learning (BGL), and Youth and Adolescent Learning and Basic Education (YALBE), according to community needs and program objectives. ACDO also supports safe and enabling learning environments through the construction, rehabilitation and renovation of public and community-based schools and education facilities, as well as the provision of relevant learning and teaching support. Our approach integrates inclusion, child protection, safeguarding, gender-responsive programming, disability inclusion, community engagement and support for children facing barriers to education.
ACDO integrates protection across its humanitarian and development programming while delivering targeted interventions to help reduce protection risks and strengthen the safety, dignity and well-being of crisis-affected populations. Our protection work includes child protection and safeguarding interventions, identification of children and families facing protection risks, safe referral and coordination with relevant service providers, awareness and community-based prevention activities, psychosocial support and strengthening community capacities to identify and respond to protection concerns. ACDO also supports interventions addressing gender-based violence (GBV) risk mitigation and prevention, including awareness, safe identification and referral pathways within the scope of its programs and in accordance with survivor-centered and confidentiality principles. We work to strengthen safe access to services and promote the meaningful participation of women, girls, boys, persons with disabilities and other groups facing heightened protection risks. Across all programs, ACDO applies Do No Harm, protection mainstreaming, safeguarding and PSEA principles and maintains mechanisms for confidential feedback, complaints and referrals, helping ensure that assistance is delivered safely, respectfully and without discrimination.
ACDO delivers integrated WASH interventions that improve access to safe, reliable and sustainable water, sanitation and hygiene services for communities and institutions. Our expertise includes the construction, rehabilitation and upgrading of water supply networks and piped water schemes; construction of individual and community water wells; solarization of water systems to improve sustainability and reduce operational costs; and construction, rehabilitation and renovation of sanitation facilities at schools, health facilities and household and community levels. We complement infrastructure investments with hygiene promotion, institutional WASH, community engagement, operation and maintenance support and behavior-change interventions. Our approach promotes safe, inclusive and dignified access to WASH services, with particular attention to the needs of women and girls, children, persons with disabilities and other groups facing barriers to services.
ACDO contributes to improved nutrition and well-being through community- and institution-based interventions designed to address the nutritional needs of children and other vulnerable groups. Our work includes school feeding programs and other nutrition-sensitive interventions, supporting improved access to nutritious food for schoolchildren and contributing to school attendance, retention and learning. ACDO also supports interventions related to maternal and child nutrition awareness and prevention, community education and promotion of healthy practices, in line with program priorities and coordination mechanisms. Recognizing the connection between physical health, learning and well-being, ACDO also integrates Mental Health and Psychosocial Support (MHPSS) and psychosocial well-being approaches, where relevant, including awareness, structured psychosocial support, referral pathways and community-based interventions.
ACDO implements integrated food security and livelihoods interventions that address immediate needs while strengthening household resilience, productive capacity, economic recovery and pathways towards greater self-reliance. Our approach combines humanitarian assistance with early recovery and longer-term livelihood support, enabling crisis-affected households and communities to meet essential needs while progressively restoring their livelihoods and productive assets. Our programming includes food assistance, cash and voucher assistance, Cash-for-Work (CfW), livelihoods recovery, vocational and market-relevant skills development, agricultural production, kitchen gardening, livestock and dairy-related support, income-generating activities and other context-appropriate livelihood opportunities. Through Cash-for-Work interventions, ACDO provides temporary income opportunities to disaster- and shock-affected HHs and other crisis-affected populations while supporting the rehabilitation or improvement of priority community assets and infrastructure. CfW is designed as an early recovery mechanism, helping HHs meet immediate needs and restore purchasing power while contributing to community-level recovery following floods, droughts, displacement and other emergencies. Where appropriate, ACDO links Cash-for-Work and other livelihood interventions with disaster risk reduction, community asset rehabilitation, agricultural recovery and resilience-building measures, helping communities move from immediate humanitarian assistance towards early recovery and greater self-reliance. We work closely with communities to strengthen their capacity to cope with shocks, protect and restore productive assets, diversify income sources and pursue sustainable livelihood opportunities. Our interventions promote inclusive economic participation and locally appropriate opportunities for women, men and young people, with particular attention to households and groups facing heightened economic and social barriers.
ACDO recognizes that climate variability, environmental degradation, water scarcity, floods and other climate-related shocks increasingly affect livelihoods, food security, access to essential services and the resilience of communities across Afghanistan. ACDO implements integrated and community-based interventions to support the sustainable management, restoration and protection of watershed ecosystems and natural resources. By doing so, ACDO promotes approaches that help strengthen community resilience to environmental and climate-related risks while contributing to improved community resource management, land and ecosystem restoration, sustainable agricultural and livelihood practices, and disaster risk reduction. By linking environmental restoration with community participation, livelihoods and local capacity development, ACDO's approach seeks to support practical and sustainable solutions that address the interconnected challenges of climate vulnerability, natural resource degradation and rural resilience.
ACDO recognizes that cultural heritage and community assets are an important part of Afghanistan's identity, history and local development. Protecting these assets can contribute not only to preserving cultural heritage but also to strengthening community resilience, connectivity and sustainable development. Our work includes support for the protection, preservation and improvement of infrastructure associated with sites of cultural and historical significance. This includes ACDO's efforts for infrastructure works around the Afghanistan Historical sites, including the construction of access infrastructure and protective works such as protection walls, helping improve access and contribute to the safeguarding of the surrounding site and community infrastructure. ACDO approaches cultural heritage and community asset interventions through close coordination with relevant authorities, technical stakeholders and communities, ensuring that activities are context-sensitive and contribute to the preservation, safety and sustainable use of important cultural and community assets.
Across all areas of work, ACDO applies a systematic approach to program quality, accountability, inclusion and risk management. We integrate AAP, meaningful community participation, protection mainstreaming, gender equality, age and disability inclusion, safeguarding and PSEA, conflict sensitivity and Do No Harm principles throughout program design and implementation. Our programs are supported by MEAL systems, including needs assessments, baseline and endline measurement where applicable, routine monitoring, data quality processes, community feedback and complaints mechanisms, post-distribution monitoring and learning processes. These systems enable ACDO to monitor results, identify gaps, respond to feedback and adapt programs based on evidence and changing needs. Through strong governance, policies, procedures, internal controls and risk management processes, ACDO works to ensure that resources are managed responsibly and that programs are delivered with integrity, transparency, respect and accountability.
