Our Approach

We recognize that effective humanitarian and development programming requires more than delivering activities. It requires a clear understanding of needs, meaningful engagement with communities, appropriate technical solutions, strong implementation systems, continuous learning and the ability to adapt to changing circumstances.

Evidence-Based & Needs-Driven Programming

ACDO designs programs around identified needs, contextual analysis, available evidence and community priorities. We use needs assessments, consultations, sector assessments, baseline studies, market and vulnerability analysis, and other appropriate evidence to inform program design and targeting. Our planning approach considers gender, age, disability, protection risks, geographic disparities, socioeconomic conditions and other factors that may influence access and outcomes, helping ensure that resources are directed towards populations and areas facing the greatest barriers and needs.

Strong MEAL, MIS & Data-Driven Decision-Making

ACDO maintains structured Monitoring, Evaluation, Accountability and Learning (MEAL) and Management Information System (MIS) processes to strengthen program oversight and evidence-based management. Through appropriate digital and field-based data collection, routine monitoring, data quality assurance, indicator tracking, feedback analysis and reporting systems, program teams and management can access timely information on implementation progress, outputs, outcomes, risks and emerging needs. We use data not only for reporting and compliance, but as a management and learning tool—enabling teams to identify implementation gaps, take corrective action, adapt interventions and improve program performance.

Community-Centered & Locally Led Delivery

ACDO's programs are grounded in local knowledge, community participation and locally appropriate solutions. Our national presence, field experience and relationships with communities and local stakeholders enable us to understand Afghanistan's diverse social, cultural, geographic and operational contexts. Communities are engaged throughout the program cycle, including needs identification, program design, implementation, monitoring, feedback and learning. This approach strengthens ownership, relevance, accountability and sustainability while helping ensure that interventions are practical and context-responsive.

Technical Quality & Professional Program Management

ACDO brings multidisciplinary technical expertise and structured program management to its interventions. Program teams work through defined roles, responsibilities, procedures, technical standards, workplans, results frameworks, quality assurance mechanisms and risk management processes. We seek to align interventions with relevant national requirements, humanitarian principles, sector standards, donor requirements and internationally recognized good practices, while adapting approaches to the realities of the Afghan context.

Capacity Strengthening & Institutional Development

ACDO views capacity strengthening as an important component of sustainable programming. Depending on the program, we work with community structures, local organizations, government counterparts, teachers, health and WASH workers, community-based groups and other relevant stakeholders to strengthen knowledge, skills, systems and local capacities. Our approach moves beyond one-off training by combining coaching, mentoring, practical learning, institutional support, technical guidance and follow-up where appropriate. This helps build capacities that can continue to contribute to service delivery beyond the life of individual projects.

Partnership & Localization

As local NGO, ACDO contributes to a more locally led and locally accountable response by bringing national leadership, contextual expertise, established field networks and technical capacity to partnerships with donors, UN agencies, INGOs, government institutions and other stakeholders. We value equitable partnerships based on complementary expertise, shared accountability, transparency, mutual learning and clear roles and responsibilities. Where working through consortia or partnerships, ACDO seeks to strengthen national ownership and ensure that local knowledge informs strategic and operational decision-making.

Adaptive Management & Continuous Learning

Afghanistan's humanitarian and development environment is dynamic, requiring programs to remain responsive to changing needs, access conditions, displacement patterns, climate-related shocks and other contextual developments. ACDO therefore promotes adaptive management, using monitoring evidence, community feedback, operational learning and contextual analysis to adjust implementation where necessary. Program teams and management review progress, identify emerging risks and opportunities, and apply learning to improve delivery and results.

Sustainability & Resilience

ACDO seeks to move beyond short-term outputs wherever program conditions allow, linking immediate assistance with recovery, resilience, capacity strengthening and sustainable development outcomes. We promote approaches that strengthen local capacities, community ownership, institutional systems, livelihoods, infrastructure, environmental resilience and access to sustainable services. This includes connecting emergency interventions with early recovery and longer-term development opportunities where appropriate.
